HB 1378 – Texas Comptroller’s Local Government Debt Transparency Good Afternoon, As you probably know, the 84th Legislature passed HB 1378 to increase the transparency of local government debt. Under Local Government Code § 140.008, political subdivisions, including school districts must annually compile their debt obligation data from the preceding fiscal year and report it to the Comptroller and/or post it on their own websites. The Comptroller’s office has created an Annual Local Debt Report submission form to format the information required in a standard manner for submission to the Comptroller’s Office.
